Hiya,was just wondering if anyone has any experience with this buggy at all and could help with a few questions I have?

I bought one SH today and I just wanted to make sure that I've got the seat set up correctly.Is it supposed to be able to move i.e,can tilt it back/up slightly,it kind of rocks,have I got it possitioned correctly or is there something else I'm meant to do to it? Just a bit worried it isn't safe :/
